On some servers, you need to go to your Control Panel and use the File Manager to set the permissions to 444 ...

NOTE: this setting prevents you from overwriting the file until it is changed to 644, if you need to upload a new copy ...

It was permission. On new server 644 did not work but I could not alter it via FTP so logged in SSH root and was able to change to 444 and that fixed it.
