newbie shipping question

Hi

I would like to set up Shipping module like this:

National - orders 75.00 or more free
National - orders less then 75.00 charge 5.00

International - orders 150.00 or more free
National - orders less then 150.00 charge 9.80

Anyone can help? I spent 12 hours until now and I still can't figure out how can I do this.

I solve my problem and I am posting the solution here, in case that someone else is looking for something similar. I hope that with this I am helping a little this great community.

Here we go:

Install only Zone Rates module and deinstall all other shipping modules.

My setup :

All in all it's more hack then real solution, but it works for me. No cloning, no code changes, everything is done via admin panel.
