"Starting At" Blank

After browsing through several threads, I think that I finally have my head wrapped around the "Priced by Attributes" concept. I have set the base price in the product description to 0 and set prices for various attributes and that seems to be working that way I want it to.

My problem is that, with the base price set to 0, the "Starting At" line on the actual product page is blank. How do I make that show the lowest attribute price?

Do you have your attributes set as Include in base price?
