Footer does not render and is not disabled in templates

So i have finished customizing a site, and initially we did not want a footer so i removed the lines from tpl_footer.php that we did not want. Leaving the banner info and just turning it off in the settings. Well now we DO want a footer to display "shipping" "privacy" etc. but now that i go back and reinsert that info in to the template file nothing shows. I tried turning on the footer banner and it does not show. I tried deleting the custom footer template thinking that the default would take over and still nothing. I made sure that all the $flag_disable_footers were commented out, and when i check the source of my page, i notice that there is NO footer informatin rendered. Any help would be greatly appreciated because i am stumped!!

Tempoarily switch to the "classic" template to determine if the footer shows up. If it does not check & re-load the core files. Post back with findings

When i switch to "classic" template the footer shows up no problem. I still dont understand why its not showing up in my custom template... what core files would i have to replace?

    You've got an older version.

I see it's still on 'Classic'
Did you make a backup of the changes you have made? Which file and where is it located that you modified to initially remove the footer?
