Tax showing up but not being added

I have no idea what's going on here. I've read and reread all the posts regarding tax issues and it appears I have all the correct settings and yet my tax still will not be included in the total. The sales tax (5%) correctly displays for "tax" but it's not added into the total. Can someone please tell me which settings to check so I can doublecheck yet again to make sure everything is correct? This is what displays upon checking out:

Sub-Total:$5.00

United States Postal Service (Priority Mail (2 - 3 days)):$5.50

WI TAX 5.0%:$0.24

Total:$10.50

(The total should be $10.74) I have my products set up as taxable goods. Any hints?

What version of Zen Cart are you using?
What contributions/addons do you have installed?

I'm using 1.3.5 and have no contributions added.

Admin->Configuration->My Store
a. Country/Zone
b. Basis of Product Tax
c. Basis of Shipping Tax
d. Display Prices With Tax
e. Display Prices With Tax-Admin

2. What Zone Definitions have you created?
Admin->Locations/Taxes->Zones Definitions

3. Inside each of those zone definitions, what country/zone combinations have been selected?
Admin->Locations/Taxes->Zones Definitions, click on "Details" button for each zone

4. What tax classes do you have?
Admin->Locations/Taxes->Tax Classes

5. What tax rates have you created?
Admin->Locations/Taxes->Tax Rates

6. What tax class have you associated with your products?
Admin->Catalog->Categories/Products->click on a product to edit it

7. What tax class have you associated with each of your shipping modules?
Admin->Modules->Shipping

UPS-none (Could this be the problem????)

Hmmm ... How can I reproduce this?

Please supply the ship-from ZIP for your store (Admin->Config->Shipping/Packaging)
Please supply the billing-address and shipping address for the test order you quoted earlier. I don't need names or street addresses ... really just need city+zip (for USPS anyway)
Also, what are the order-total details in Admin->Modules->Order Total ? including sort orders.
