v 1.3.5
Not sure if this is actually a bug (ie. whether it should or shouldn't work this way in v 1.3.5).
The (your template) override folders in:
includes/languages/english/modules/shipping
and
includes/languages/english/modules/payment
don't seem to be overriding, although there are 'classic' folders in both suggesting that they should.
(Haven't tried the order_total overrides)

Overrides for those folders should be working. There was no intentional change in 1.3.5 related to that.
