ZenCart cannot complete database setup Step. Error encountered while writing /includes/configure.php

I can see in the past have quite few people having the same problem but no solution at all. I am using IIS6.0 Windows 2003 Enterprise server. PHP 5.1.6. MySQL5.0 and onaother server I use MySQL4.1 but still get the same error. I am install it on a localhost machine. I aslo created mysql data using the command " create database zencart; "before I start the zencart installation.

I have setup FULL access to Everyone, full access IUSR account, full access System and full access users under my default website and all child folder, virtual directory, and also \include\configure.php file which is under zencart application. I have passed the install prerequisites and the confirm file is writable, The size of the configure.php is 0 KB under include folder.
I can see under \admin\include\configure.php zie is approximately 14KB.
My harddrive is 1TB and still have 600GB free space available.

Questions 1. how can I fix the database setup error and bring me to Store setup page? This is the error: Error encountered while writing /includes/configure.php

Questions 2. As you can see the webserever information is equal to empty, why is it happen? Do you have any idea? Webserver =

Question 3. Under the PHP_INFO view page, I can see the _SERVER["PATH_INFO"] is no value. Is it a problem? or it is ok? If is a problem how can I fix it and what information should I put in?
