My day for stupid questions. Minimum order totals?

Is there a way to not allow checkout until a minimum amount is ordered?
The same cart owner who wants the phone number removed from the login wants a minimum order amount for their store.

I may have solved the phone number thing by making the minimum input for the number 0 instead of 3. We'll see....

There is not a minimum order built in, but you can charge an extra fee if a minimum is not met. There might be a minimum order module in the downloads (?)
