Discount price for buying any 20 products

hi there.

i have hundreds of different stock items, each of which sells for $9.95.

i intend to offer a discount: buy any 20+ items from the catalogue and receive a 25% discount.

i want the checkout to automatically recognise that the special price be applied and charged at checkout when 20+ items are in the cart/being bought at checkout.

less importantly, i would like the cart to show the discounted prices and total once 20+ items are in it.

** i would like to do this by admin settings options if i can (and not by code/programming).

You want to discount by "Total Items in Cart."
