Thanks again for the information, I did reinstall the admin folder and it did not do the trick, but its because I installed the cert directly into our ssl folder and its actually supposed to be done by the Host.

Note that defines are often case sensative:
Should be:define('ENABLE_SSL_CATALOG', 'True');
define('ENABLE_SSL_ADMIN', 'True');
define('ENABLE_SSL_CATALOG', 'true');
define('ENABLE_SSL_ADMIN', 'true');
