Creating pending orders

Hopefully I am posting this in the right forum.

I would like to have a separate button from the traditional BUY NOW button.

This button would create the order calculated with shipping/tax totals and allow the purchaser to set when the order would be completed. Sort of like a purchase order. Also I would like to have various other automated features like email the client a reminder before the order placement date comes near. Ask to confirm order by making a payment once due date arrives.

Plus I would like to set a group buy based on the number of orders placed for a specific inventory item and have a dollar value listed at the current group buy rate instead of a percentage discount. Combining orders by other clients together to set a group buy price would be helpful also.

is there any module that does this already that I can install?

If not, is this something that I can program or configure. I have no PHP development experience.

Can I do much of this using the EZ page creation sections?
In the end, I would like to have some information publically available while others are only privtae thus do I create 2 pages and make one public and one private?

I would appreciate any guidance on this.
