Default Blocking "Add to Cart" button until conditions are met

I have a cart customer with a few items where the customer must meet certain conditions before purchase. I have tried, unsuccessfully, to add code to not allow the "Add to Cart" button to appear until those conditions are met. All I need to do is add a cookie that is read when a certain page is opened for this item. Once that page is opened, and a "Terms of Purchase" agreement button is checked, the page returns to the item page, and now the "Add to Cart" button is needed. I have the additional page written with the cookie all ready, I just need to know where to intercept the "Add to Cart" button on this item's page and if that is even possible at all. I haven't had much luck with any of my attempts to add additional cookies within the shooping cart system on any of my sites.

Not sure if this is exactly what you are looking for but.....

in admin -> configuration -> regulations there is the following option

Show the Terms and Conditions during the checkout procedure which the customer must agree to.

Nope, that's not it. I am sure what I need is an add-on. I have tried to include cookies and/or scripts to the cart before without much success. I need to find the correct place to intercept the creation of the "add to cart" link for this one item, and not let it happen until a special condition is met.
