Admin Login and Custmomer Acct. Issues

Hi

can someone help

i'm unable to login to the admin or the customer account panel

my site was running fine until yesterday, here is a link click here


i read some posts that mention changing the recreate sessions setting to false might solve the problem, but i'm unable to login to admin to change the settings

is there a way i can change the sessions settings to false without loging in to admin

currently using version 1.3.5

any help greatly appreciated

i've also noticed that when viewing a page on my site, it will cycle, loading itself over and over again

any ideas on what is happening
