adding taxes on orders from certain states

How do i make zen cart only tax people buying from a certain state and not tax the rest?

So for instance, i live in California.
I'm only allowed to tax people who live in california and not other states.

You need to make a Zone for California ...

Localization/Taxes ... Zone Definition ...

Click Insert ...

Zone Name: California
Description: California State Tax

Click Insert ...

Be sure you are on the new California Zone ...
Click Details ...
Click Insert ...

Country: United States
Zone: California

Click Insert ...

Localization/Taxes ... Tax Rates ...
Click New Tax Rate ...

Tax Class Title: Taxable Goods
Zone: California
Tax Rate (%): 7.5 (or whatever)
Description: California Tax 7.5% (or whatever)
Tax rates at the same priority are added, others are compounded.
Priority: 1

i've searched on it and have found some results, but now i'm facing another problem =/
this problem has been posted but it appears that i cannot post in that thread.

this is my new problem:

I've set up a tax system so that people who buy from California will be taxed 7.75% of their file bill.
but unfortunately, it's not taxing the item.

if you go there and you add it to your shopping cart, it will come out as the same $62.99 as it was originally priced (without the shipping)
i've made an account that has the info that the user is from California and it still doesn't work. Any help?

You have your shop setup for Product tax based on Shipping Address ...

If you need it based on Billing Address, look in the Configuration ... My Store ...

Basis of Product Tax
On what basis is Product Tax calculated. Options are
Shipping - Based on customers Shipping Address
Billing Based on customers Billing address
Store - Based on Store address if Billing/Shipping Zone equals Store zone
