Neither of those menus is configurable from the admin. Do you want to remove them completely or just not have them show up?

I want to remove them.
Enter the term you want to find in your Admin> Tools> Developers Tool kit. That will bring up a list of files that contain the item and you can change things from there.
(Hint: you are looking for 2 template files)

I was able to get rid of the nav bars but a small line made up of the tile_back.gif remains on both the top and bottom.
I removed the background-image from the CSS with no result.

I have it now. I did not delete enough code and left a php statement that needed to be deleted.
