I am having the same problem as this thread that is now archived with no sollution.

The problem is that we use zone rates for our shipping to allow free shipping in the United States for orders over $74.99 and international over $199.99 which calculate out fine without a coupon. But use a coupon and the shipping is still calculated based on the original sub-total and not the total after the coupon.

Like this USA example:

Sub-Total: $80.80
Discount Coupon: Code15 : -$12.12
Zone Rates (Shipping to US): $0.00 (this should be $9.95 because dropped below $75 w/coupon)
Sales Tax: $4.67
Total: $73.35

I have set all the order total sort orders many different ways to no avail. I don't know if the problem stems from the shipping options being before entering a coupon and therefor if you used more then one shipping method zen cart would not know which shipping method to choose once your order total changed to a different shipping rate. Any insight on this would be great....And ideas on a fix
