You will have to edit the tpl_modules_whats_new.php file

In fact that is not the file you need to edit. You need to edit includes>modules>new_products.php (Or preferably includes>modules>YOUR_TEMPLATE>new_products.php). Beneath the SQL query, there is a line that says:

Hi Seeker, did you have any luck? In the end I found it easier to present a front page based on categories, which aren't presented in random order (www.roll-over-rover.com/store). It was better for my overall site organization anyway, but I still find it frustrating that you can't sort the page of product listings according to your specified sort order - seems illogical, doesn't it?
In admin > Configuration > Layout Settings, set "Categories - Always show on main page" to 1 (true). Set "Main page opens with category" to 0 for all, or a category id number to open a particular category.
