US states Zone Shipping Problem

I'm shipping products to destinations only within the US (excluding Hawaii and Alaska) and I'm trying to configure the Zone Shipping Module. Zone 1 includes the southern states, and Zone 3 includes western states. I set up a test account for a person located in California to see if I get the correct Shipping Rates but instead of ZC giving me the Zone 3 rate it's giving me the Zone 1 rate. I think my format is wrong in entering the state Zones. Currently, I have it set up as:

US, GA
US, CA
US, FL
...

Is this the correct format? If so, what may be the problem?

Zone Rates Shipping module is designed for Countries ...

Table Rate you can make your own Zones ...

Or you might look into MZMT by dreamscape ... it is in his signature ...
