[Done 1.3.9] Paypal payment doens't go through if balance < shipping tax

To sum it up, if my payment balance after applying a gift certificate is equal to or less than the amount of tax imposed on shipping charges, then the Paypal payment doesn't process at all. This happens on 1.3.7 fresh install, and 1.3.6 upgraded to 1.3.7.

Example:
Purchase price of 2 items: $14.00
Shipping: $3.50
Total Tax: $1.18
Gift Cert: -$18.44
Balance: $0.24
Payment: in black hole
Tax calculated on shipping charge alone (3.50*.0675)=$0.24

So if I apply GV worth $18.43 so that my balance is $0.25, the payment is OK.

Turn off the include shipping in tax in GV module and see if this fixes it ...

Do you mean just "include shipping"? In a sense, yes, it does fix the problem since it only lets me apply a GV amount so that the balance remaining equals shipping charge (tax on shipping is 6.75% of shipping). Did that make sense?

I guess that's a workaround, but since GV is like cash, I wanted customers to be able to apply GVs toward shipping too.

1. What zones have you created? What regions are tied to those zones?
2. What tax rates are tied to which zones ?

I'll be using this thread so there's no confusion...

I defined a a zone with state of Ohio only for local sales tax zone. I also have US only zone (Country: US, Zone: All Zones) since I'm only shipping to the US, but that's not tied in to any tax zones.
