Handling fee applied to all orders

I want to charge a $5.00 handling fee for all orders. It this something that can be done in the admin?

There are handling fees available in most if not all of the shipping modules, or you could possibly use the Low Order Fee

I enabled the low order fee, but it doesn't show up in the check out process. Where is it suppose to appear?
