Item at no cost, no shipping, etc.

I have run into another little snag in my project.

Some of the items that I have to add to the shop will have no price shown at the time of order, and no shipping shown at the time of order.

The customer will understand that they will be contacted later with their total.

I have set the product price to 0.00 and also set shipping to Flat Rate of 0.00.

When I try to do a test order, when I get to Payment Method, I get the following message.

"Sorry, we are not accepting payments from your region at this time."

I have already setup my zone definitions etc. so I am unsure why I am getting this message.

Any suggestions?

$0.00 charge on the order and $0.00 charge on the shipping need the Payment Module Zen Cart Free Charger freecharger and the Shipping Module Free Shipping freeshipper where 0 weight is set to be Free Shipping and/or the Product is marked as Always Free Shipping YES ...
