Pay Pal Error!! (CURL is slow, causing error)

Whenever I want to choose pay woth pal pal, it gives me this error message

This transaction is invalid. Please return to the recipient's website to complete your transaction using their regular checkout flow.

I don't know what it means or how to fix it. I checked the paypal settings and everything should be working fine but i still get the error pleas help me.

Are you trying to use your own account to test the system?

No, im not. the paypal IPn works but whenever i choose paypal express is when i get the error

1. Ensure you've installed the latest PayPal patch for v1.3.7:

2. Turn on debug logging:

3. Do a test transaction and post a copy of the various debug logs generated.

Which patch do i install for my problem there are so many.

Ignore the last post i saw that they were cumilitive to the ones above it. How do you install it , do you replace the files in the patch with the ones on the server

Is this supposed to tell me whats wrong? I don't know if it helps but i think i started to get the ptoblem after i reset my username and password, since I lost it i had to chage it to admin in PHPmyAdmin, don't know if it would mess anything up.

For some reason your connection to PayPal's server is failing.
Either CURL is not working or CURL is not allowed to talk externally on port 80.
