Shipping cost per item

Is it possible to determine shipping costs per item?
I have two types of products which have two different delivery rates.
These rates are fixed, how would I fix the delivery costs based on prodduct?

The Shipping Module Per Unit perweightunit is based on the products_weight for each product ...

Yes possibly, I could set the weight for type 1 products to say 5kg and for type 2 products to 2kg. Even though this is not the real weight it will provide two different shipping rates in theory.

I wanted to do this same thing.. however I have three different regions (US, Canada, International) as well as if an additional product is ordered s/h for that item is less.

My client would like this {below} , however i realize this might not be possible so can someone perhaps point me in a better direction on how to handle this??

U.S.
Product Type 1 - $9.99 / additional Product Type 1 order - $3.00
Product Type 2 - $11.99 / additional Product Type 2 order - $5.00

Canada
Product Type 1 - $18.99
Product Type 2 - $21.99

International
Product Type 1 - $28.00
Product Type 2 - $45.00

I've tried the Table Rate module (is this the same as the Weight Module?) - and have found that two different products, two different weights/shipping costs, will cancel each other out at checkout. The Table Rate becomes $0.00 and there's only one to choose from. Am I working in the wrong module? I can't find the Shipping Weight Module in the downloads section (new or old). Thanks.
