Need help/suggestions on how to set this particular type of shipping

I've been out of the loop for quite some time due to health issues I did purchase the manual but am not finding any solutions for it in there so any and all help would be greatly appreciated.

here is how my client wants it (copied from his email to me)

"So I am guessing 6.50 flat rate on all items and if they order more than one item the rate stays the same unless they add a hidden cam... I would like 10.00 flat shipping rate on all the cams in the USA, Canada 20.00 and International 30.00 and if they order more than one add 7.00 per camera they add."

Is this posible to specify shipping based on what type of products they buy? i was thinking about setting 3 different modules with zones for the cameras and have them with a handling fee of
USA - $3. then $7.00 per camera
Canada - $13handling then $7.00 per camera
International - $23 handling fee then $7.00 per camera

and of course I know the flat rate for the $6.50 what I'm not sure of is how do i specifiy that the handling fee and per item rate is only applied to cameras and the flat rate to everything else in the same order?

what the client is hoping for is that it would be like this

customer orders 2 lamps, 2 cams
lamp 1 - shipping would be 6.50
lamp 2 - shipping free
cam 1 - shipping 10.00
cam 2 - shipping 7.00

Total shipping charges - 23.50

Thats what i can't figure out is how to set up shipping for different items and if the items are ordered together how the shipping would be calculated thru the cart.
