Pal Pal payment w/o order form or file attached

When I receive an order through Pay Pal, the order form isn't attached. This is not a huge deal since I can log into the Admin and see what the order is (with any special instructions). The problem is...

I sell customized products (mugs, shirts etc.) where people can upload photos they would like on their product. I'm not getting the attached images either and can't find them anywhere.

My question is

#1) How can I reticfy this where I'll get both the order and any attached files with my Pay Pal payment?

or

#2) Since I'm a low volume vendor, I can just log onto my Admin to view the order but where are the images that my customers have uploaded?

PayPal doesn't care about image file attachments.
The images are stored on your server in the /images/uploads folder.
The actual filenames are stored in your admin area in the order details.
They are not attached to any email messages.
