USPS - No shipping methods available

I am having a problem with the USPS shipping module when it estimates shipping cost. I have entered my USPS webtools info correctly, activated my account and have my account on the production server. The thing is when a customer is logged into their account they get the USPS shipping estimate fine, however if a customer is viewing their cart BEFORE logging in then they don't get a quote, even if they select their zip country and state. It just doesn't show anything under available shipping methods until after they login/create a account.
Any help would be greatly appreciated.

what other mods have you added?

Two Modules.

1) USPS Click-N-Ship module

2) Merchant Anywhere payment processing module, provided to me by my payment processor.
