reset configure.php files

I read that i needed to reset the files in /admin/includes and /includes/ to read only. Where do I find these files? and to rename /zc_install...

is that in phpmyadmin? or filezilla?

I am really new to all this, and have no idea what is really going on! Just trying to get a cart on my new business web page!
