Is this doable or should I fire my client?

This is the requirements. Is there a configurable module, add-on or hack that can help me do this?

For the Continental US:
FREE SHIPPING (ground) plus $3.00 handling charge

EXPEDITED SHIPPING AVAILABLE AS FOLLOWS:
3rd DAY: **ALL PRICES HERE & BELOW SHOULD
$1.00 to $100.00 = $12.00 STILL HAVE THE$3.00 HANDLING CHARGE ADDED
$101.00 to $249.00 =$20.00
$250.00 and up = should contact us directly as wholesale prices may apply.

2nd DAY:
$1.00 to $100.00 = $22.00
$101.00 to $249.00 = $35.00
$250.00 and up = should contact us directly as wholesale prices may apply.

OVERNITE:
$1.00 to $100.00 = $40.00
$101.00 to $249.00 = $80.00
$250.00 and up = should contact us directly as wholesale prices may apply.

For PUERTO RICO, ALASKA & HAWAII:
Only regular UPS SHIPPING rates apply as follows:
$1.00 to $25.00 = $36.00
$26.00 to $50.00 = $46.00
$51.00 to $100.00 = $62.00
$101.00 to $175.00 = $76.00
$176.00 to $249.00 = $82.00
$250.00 and up = contact us directly as wholesale prices may apply.

These shipping prices are high, because they are averaged. It seems that most people will just go with the "free" shipping. But we have to offer these options.

A combination of stock shipping modules should do most of this, and cloning should accomplish the rest.

Freeshipper or Free Shipping Options for the basic (w/ $3)
Table rate for one expedited - cont. US.
?Clone Table Rate for other expedited?
?UPS for PR/AK/HI?

Could someone explain 'clone' the rate table...how would I do this as it is probably something I will need to be doing to accomplish this table...

I also meant to ask...how can I get the option on the checkout/shipping page to read " Overnight Shipping", "2nd day" etc......There isnt a line in the table rate module to add text or title.

All displayed titles/text/instructions in the catalog will be defined in a language file, so you may be able to edit something to include your text; or you can find the tpl_xxxxx.php file invloved and add some text output to it.

Thanks. I can find and edit the text I think....but I am more concerned with exactly how I go about cloning a shipping module. What would the instructions for that be?
