All but Zone 1 are being ignored

I'm having problems using Zone Shipping that is restricted to the continental US.

* I edited /includes/modules/shipping/zones.php to have: $this->num_zones = 5;

* I then created 5 zones in the admin (Locations > Zone Definitions)
* I added states to each zone.
* I enabled the Shipping Zones module and added prices in the default format, WEIGHTRICE, e.g. .9,10.25 ($10.25 for weights up to .9 lbs)

When I add products to my cart and use the 'Shipping Estimator,' it honors the prices from Zone 1, no matter which Zone the product is shipping to. THat is, a Zone 3 item reports Zone 1 prices.

Does anyone have ideas on what might be the problem?

You appear to have each Zone set to US ... there is only 1 US ...

Each zone has states of the US - should that not be the case?

Should the be blank instead?

I assumed that since I was restricting zones to the US (No international) that this would work.

By saying the US you are say only 1 zone as US is the Country and it cannot distinguish what you are trying to say on the zones ...

So ... it will only pick up one of the Zones as only 1 can qualify as the country US ...
