According to my hosting company curl is installed locally on the server yet ZC is not seeing it.
What am I missing?

Forgot to mention the install dir for cURL is:
/usr/local/bin/curl

are you telling it to look by proxy in
admin-> configuration -> my store

nope - proxy status is false
no entry in address field.
Im on version 1.3.7
Where is ZC getting cURL install info from and/or how is it validating install?

contact your host and ask them where cURL is installed,
some companies move it from the default location

ZenCart check for curl every time you want use it - you don't need to enable it somewhere.
If curl is installed, make sure, that PHP scripts on your web server can make connection with other web servers and are not blocked by firewall.

I want to install authorize.net aim and this is preventing doing so. If I turn it on it just errors out when I click confirm with this message confirming its not see cURL:CURL functions not found - required for Linkpoint API payment module
Fatal error: Call to undefined function: curl_init() in /www/r/ragemoto.com/usr/www/includes/modules/payment/authorizenet_aim.php on line 390

this means that your host needs to recompile php with curl and curl ssl
