Is it safe to delete files in the cache folder or truncate cache table in mysql?

Hi, I saw a thread in the forum with two question: can I move cache files to other place, and the second was if it is safe to delete files in cache folder?
unfutunately there was no answer to the second question!
just between one month in a test period I have about 1400 txt files in my cache that took more than 1 mb place,
so, the question:
is it safe to delete these files in cache folder?
is it safe to truncate (empty) the cache table in mysql database of zen cart?
I speak about the last version so 1.3.7.

It is safe to delete the files.

Not sure if you can safely empty the database table though.
