I just updated the PayPal Express and PayPal IPN patches.

My store location was Indonesia, but after this error I changed it to Nevada USA but nothing changed.

I have only the FREE SHIPPING module setup with no zone set, since I will offer promotional free shipping.

Is there something missing that I need to configure.

It appears that this was fixed after I installed the Free Shipping Rules module (free_shipping_rules_1.0.zip). Now a free shipping option is displayed as the only shipping option and that's ok for now.
