00 Rest of the World not working

I have set my zone module to 00 for the rest of the world, but it doesn't seem to be working. If I test the sytem with an african account address, for example, I am told that shipping does not exist for this zone. It works if I put the ISO code in, but I really don't want to so this for all non-EU countries!
Any ideas?

I have tried this and am testing the cart with a ugandan address. It's still telling me that there is no shipping available to this country

What version of Zen Cart are you running?

Clean install or Upgrade?

How did you install? How did you upgrade?

If you copy all your settings to NotePad and Remove Zone Rates zones ... Install Zone Rates zones ... and reconfigure with the settings that I posted, does it now work for you?

Hi Linda,

I removed zones and reinstalled and now it works fine. I left zone 3 as it was displayed in the install where it reads 'all others' rather than 00.
