I'm sorry you're having this much trouble. There are a few hosts out there that still have problems despite the many updates we've made to accommodate. Hopefully the solution to your situation will help others ... once we figure it out !

While the most common cause of that message is invalid permissions, you said the files are already 777, so that shouldn't be it.
On Windows servers, "777" isn't enough ... have to use the IIS manager to set permissions.
Next most common is insufficient disk space. But, your account doesn't appear to have any risky limitations there.
Next would be that the file was not fully written, and when the installer re-read it back in order to validate that it was successful, it either couldn't find the file, couldn't read the file, or when it read it it found the contents to not match what it expected to have written.
