Making OPEN a checkout paying option

I need the ability to place an order for my customers who don't want to order online who would rather call us. This would be for my customers that have access to a special zen cart only. Alternatively it could be an option that I have when I place an order for a customer by taking the relevant info by phone and then later placing an order in the system without having to pay to check out.

Any ideas?

Or perhaps the Invoice add on (if you want something even simpler).
