1. You need to define your "sections" as you call them. You need to put an Anchor link at the top of the "section" so there's something to "link" to when someone clicks the "link".
Insert something like:

<a name="thisismysection">My Section</a>
2. At the top of your page, add another one for the top, perhaps like this:

<a name="top">For quick navigation, choose from the links below</a>
3. Create an index of links at the top of your page
Code:
<a href="#thisismysection">Go to My Section</a>
<a href="#thisismyothersection">Go to My OtherSection</a>
4. Wherever you want "back to top" links, add them:

<a href="#top">Back to top</a>

Oh, and by the way, the correct way to insert a "break" tag is <br />, not </br> ... note the slash comes AFTERward, not before.
