The icon I believe actually goes up above the public_html file. It goes in the root, the first set of files you come too when you open the file manager. There are free icon builders online. Type in favicon.ico builder, creator.... and you should find a few in Google. The icon will have to be called favicon.ico for it to work

It's a free favicon maker.. It will convert any graphic file into a favicon for you..
Also if you clear your browser cache, you will probably see your favicon show up.. HTH
The reference was being made to the top-level public directory of your web space. Some hosts call it public_html, some as httpdocs, and so forth. If you're unsure, try asking your host tech support.
"before the public_html"
"Above" and "below" can be used for the same thing by different people, so it's not possible to be sure of the meaning unless you understand the context or know the convention they are following.
Your favicon should definitely NOT be "before" /public_html/ in the file structure. I found it needed to be IN /public_html/ to function properly; others may have been able to use it after /public_html/.
