Zencart/USPS giving multiple discount?

I have not knowingly changed anything in admin...
but I have had two orders with multiple items chosen...
zencart is giving them a group discount on the shipping cost
I have been all over in admin and I cant figure how or why and what to fix so now when this happens I have to email the customer and tell them that the discount shown for shipping does not apply.

Suggestions?

Im an idiot
nothing to do with shipping at all..
apparently a discount WAS set up under customers....
I went in and deleted.
I think I must have done this sometime in the past (when I didnt know anything) and its just now showing up a time or two

We all have those moments. Glad to hear that you found that it was a group discount that was set up in the past and not a program error.
