Paypal express button does not appear

This is really strange and I could not find any similar thread.

I successfully setup paypal express on a zen cart site (1.3.7).

Now I am trying to setup a new zen cart and want to use express, but it is not working. I set up express the same way as I did with the site that is working but it doesn't show up.

On the site that is working I click on the add to cart button and I get a paypal express logo on the next page.

On this new site I click and I get shopping cart page w/o the paypal logo.

At first I thought that the problem may be that I have turned css buttons to "on" for this cart. So I turned it back to the default. No luck.

I don't know what to do...

First, I would upgrade to Zen Cart v1.3.7.1

Next, uninstall all versions of PayPal ...

Then, install all versions of PayPal ...

Then, uninstall any versions you are not planning to use ...

Followed by configuring the Version that you do want to use ...

Then, if you are still having issues this can be worked through to see what the cause might be, such as an out of date template, etc.
