Remove Payment Information Pages

Is there anyway to get rid of the Step 2 of 3 - Payment Information page? I'm not charging for products which are all downloads. Ideally when a person clicks on checkout assuming they have logged in then the order would just be processed. I don't need to confirm billing address as I am not charging customers. I want to streamline the checkout process as much as possible. Hoping someone can help,

At this time, only the checkout_shipping is skipped on Downloads ...

checkout_payment utilizes the Zen Cart Free Charger freecharger for Orders that are $0.00 ...

You would have to do quite a bit of customization for this to skip the additional pages on the checkout process ...
