Default Net & gross price while adding a product

When I am adding a product with Net Price of 24.98 for example, the Gross price comes up as 31.4748. Where does this come from? What does it mean?

Okay... I see that this was changed. Is this why I'm no longer seeing the taxes automatically calculate. Boy I miss that! I can't tell if taxes are figuring correctly or not without running a test order.
