Restricting Low Order Fee from certain products/categories

Does anyone know if it's possible to restrict the Low Order Fee from being applied to certain products or categories?

I have a some products for which I don't want the low order fee applied regardless of price. Is there some setting I can change?

What happens on a mixed cart ...

When there are mixed products, then the low order fee should apply.
Just like it currently works with virtual and non-virtual products.

There's a setting to set the low order fee not apply to virtual products. When there are virtual and regular products in the cart the low order fee applies.

My php knowledge is very limited, but I think this can be accomplished by a simple 'if' statement and using the product/category id. Or is it more complicated than that?

What file needs to be edited to restrict the low order fee from applying to certain categories/products?
