Need a shipping/payment module modification

My business is coffee brewers and related beverage equipment. I do not stock any equipment as I depend on the manufactures of the equipment to ship for me.
Within the U.S. I ship items for free so I have free shipping set up for the U.S. zone. I have two zones set up, U.S. and Not U.S. This was done through an SQL mod I found on this forum.

During checkout if the customers address is in the U.S. then they can proceed through the checkout process.
If it is an international customer and they select their respective country in the address field the warning comes up that we are not shipping to your region at this time. Since I do not stock equipment, I depend on the manufacturer to give me a quote on international shipping.

Ideally when I have an international customer, I would like them to register, add a product, enter the international address and then have a page come up that says we will return your inquiry by e-mail with a total price including shipping within 1 business day.
Is there a mod already out there that will allow me to do this or will one have to be created? Maybe there is a work around to this issue that I don't know about.

You don't have rates for the international customers?

I don't have rates for international customers because some of the equipment I sell is too big to go by UPS or FED EX. A lot of my equipment has to be sent using freight forwarding services and international shipping prices seem to change on a weekly basis. International shipping is based on weight and the total dimensions of the box or boxes. That is why I have to get shipping quotes from the equipment manufactureres each time I have a direct shipment to another country.
