Paypal Express Checkout: Skip Payment Page (not)

I want to skip page Step 2 of 3 - Payment Information when using paypal express..

I have this enabled to YES and no other paypal, or discount coupon installed.

Express Checkout: Skip Payment Page
If the customer is checking out with Express Checkout, do you want to skip the checkout payment page, making things more *express*?
(NOTE: The Payment Page will auto-display regardless of this setting if you have Coupons or Gift Certificates enabled in your store.)

So the flow is cart>paypal>shipping page (I enabled/ok) > payment page (uggh) with just "Your Total" and "Special Instructions or Order Comments" fields.

Is there something else I need to turn off somewhere to skip this page using PEC?
