No joy when editing the modules.php file.
I took a nap, and I think I may have the answer. My upstream provider in the Data center where I am collocated uses SNORT and a perimeter defense. I have had issues with it before being too tight for some code ....especially when it involves SSL.
So my theory is that because I chose not to enable SSL at the build up the activity with curl looks like something SNORT should block as it is outside of SSL.
Make any sense at all???
Anyway I have fired off a ticket to my buddies at the data center and we will see.
I will be sure to post back as to the outcome.

While a CURL problem might affect the loading of some payment/shipping methods, It should not affect the loading of modules generally.
Does you problem occur for every type of module.
ie shipping, payment and order totals.
However I am not that familiar with SNORT so cannot say whether it is having some other effect.
Just to bring closure to this ticket. It was in fact some odd rule in SNORT regarding "modules.php".
Since we use the screw it down tight until someone complains mentality towards security, we had all of the SNORT rules ON.
Anyway after determining that the modules.php the rule was designed for was obviously NOT the oscommerce/zen cart flavor..... we opened it for up for use and presto everything works great now.
