missing install/edit button for payment module

for some reason the button to install or edit the payment options under admin-modules-payment is missing I had installed google checkout and thought it had something to do with, but uninstalled the mod but no button, has anyone seen this before... help!

This only displays when you select one of the modules listed

no the button never displays, and when you select one of the payment types you still get no button, I would like to not reinstall the whole 1.3.8a does anyone know just the files that pertain to that button in the payment module?

fixed it, there were files in my payment directory.
