I'm having the same problem with my site. Followed all the procedures. Made sure the mode was production and USPS switched it to production. Still no luck.
I'm using the latest ZenCart Version out. Zen Cart 1.3.8a and Database Patch Level: 1.3.8.
I get a "We are unable to obtain a rate quote for UPS shipping.
Please contact the store if no other alternative is shown." With UPS.
And a "-2147219080 - Missing value for Country." with USPS.
This really is frustrating.
Here is some more information if needed. Dont know if it helps or not.

Login to the customer account and go to My Account and see what you have for an address ...
There are a few countries that have one setting of USPS and another for UPS as USPS uses US Government definition for Countries and anything that is part of the United States - 50 states, DC, Armed Services, Territories and US Islands - are part of the United States ...
UPS on the other hand recognizes many of these places as their own country ...
To see if this is the case, install UPS and go to the checkout_shipping ... when you are on that page and see that error, does UPS give a quote?
If so, that could be your problem ...
If not, then you could have bad data in the address tables which could be an issue with your code, overrides, etc.

The problem was that I let fantastico install zencart for me. Which screwed up everything. So I did a manual install and wha laa, everything works!
Thanks for the update and glad that you have things working ...
Auto installers are nice for play and testing ... but manually installing the current version that we have released is always the best method ...![]()

I am wondering if anyone found a solution to the UPS message: "We are unable to obtain a rate quote for UPS shipping. Please contact the store if no other alternative is shown."
I'm guessing that this is basically an error message saying that there is something not configured properly. Perhaps there is something beyond the following setup that I am missing:
1) cURL up and running (my PayPal connection is fine, so I am assuming this is not the issue),
2) having a good Postal Code in Configuration>Shipping/Packaging (I've tried my Canadian Postal Code with and without a space in the middle - same result both times),
3) having the UPS shipping module active (I'm using the default settings).

You don't need to run USPS in test mode. Just have them move you to their production server, and go.
