Change Products Listing how much products/rows show page

I like to change the account of products that show on ever pages our the account of rows.... I can not find it in the admin any where please help..

Configuration > Maximum Values > Products Listing- Number Per Page

and other similar settings for other kinds of listings.

I know, there ought to be a note in (for example) the Product Listing admin page mentioning the other places where items directly relevant to the product listing can be found.

Any idea if there is a way for customers to set this value? For example, by default it would show 10 products, but if the customer wants to see 50 products, they would just change an option in a drop menu to "View 50 items per page", for example. Kind of like right now, how they can sort by the alphabet.

a similar but different question:

can anyone point out a fast and easy way to edit that number of returns based on a different product listings page? i have some product listings that can use the overall cart settings, of 3 items per row, but I want to have a return of 4 items when a different search filter is used.

so i need to create a new product listings page, and hard code that number of returns. i'm thinking 1. create new product_listings_my4.php file, and go from there. any suggestions?
