I do not have access to the server logs, but I guess I can use that one tool php page that you created for that exact situation

I had the same problem (blank page on same step) but when I tried installing 1.3.7 it gave me an error on that page regarding a certain preg function not being defined. I realized by version of PHP (I use Hardened Gentoo) was not compiled with the PCRE Use flag.
May not be the same problem you were having but perhaps others will benefit from my fix.
