shopping cart box only shows when cart is full

Hi, I would like the shopping cart box to display all the time. At the moment it only displays when something is in the cart. I would like it to display also when the cart is empty with the message : "Your cart is empty"

In the Tools->Layout Boxes Controller admin page, I have set the cart box to display, but it only displays when something is in it.

Right in front of me, didn't see it. Although, after OSCommerce, this admin panel is never ending, quite useful, but the learning curve is

large.
